Instructions
Preheat oven to 375°F (190°C). Lightly grease a 9x9-inch baking dish (or 8x8-inch for thicker layers).
In a large mixing bowl, combine ground beef, breadcrumbs, egg, milk, chopped onion, garlic powder, salt, pepper, Worcestershire sauce, and half of the ketchup. Mix until just combined.
Press the mixture evenly into the prepared baking dish. Spread the remaining ketchup over the top.
Bake for 20-25 minutes, until the meat is cooked through with no pink remaining and the edges begin to pull away from the dish.
Spread the mashed potatoes evenly over the cooked meatloaf layer. Sprinkle shredded cheddar over the potatoes, then top with crumbled bacon.
Return to the oven and bake an additional 10-15 minutes, until the cheese is melted and bubbly. Broil 1-2 minutes for extra color, if desired.
Remove from the oven and sprinkle with green onions or chives, if using. Let rest 5-10 minutes before slicing and serving.
Notes
Meatloaf base can be made ahead and refrigerated before adding the potato and cheese layers. Ground turkey or chicken can be substituted for beef. Store leftovers in the fridge for 3-4 days or freeze for up to 2-3 months.
